Treasury yields inch higher along with stocks

U.S. Treasury yields inched up on Wednesday after the government reported that the economy grew faster in the spring than first thought.

The yield on the 10-year Treasury note edged up to 1.66 percent from 1.64 percent late Tuesday.

Here's how parents and grandparents can make the best use of 529 plan benefits through the workplace:

1. Attend and ask questions at seminars and at benefits fairs: When an employer participates in a 529 plan, a 529 plan educator will generally give an interactive, lunch-hour presentation. Janet Kottman, employed by Upromise Investments as senior institutional relationship manager for Missouri's direct 529 college savings plan, says that sometimes she gets to present two slides before she's asked to answer questions--such as "Can I save for my grandchild via payroll deduction?" and "Can I use 529 plan benefits if my child attends a trade school?"

There may be multiple meeting days to choose from for a larger workplace. For instance, Sprint offered four 529 sessions to its workforce at its Overland Park, Kan., campus in February 2012.

Generally, all they need is to fill out a form, print it, and give it to the human resources or payroll office.

The payroll deduction continues indefinitely until the plan holder cancels authorization, Kazmierczak says. If a $25 contribution is set up from biweekly paychecks when a child turns 2, he or she could accumulate $10,400--not counting any earnings by his or her 18th birthday.

Parents who can no longer contribute or need to reduce the amount of the payroll deduction, can contact their payroll department, Kazmierczak says. He notes that it only takes a couple of days to cancel contributions made from a checking account. However, for the payroll deduction, he says, it may take employers one or two payroll cycles to modify the deduction.

Israel ex-soldiers say troops abused Palestinian kids

Former Israeli soldiers who served in the occupied territories say that mistreatment of Palestinian children by troops is "routine" and occurs even at times of relative calm.

A collection of over 30 testimonies published on Sunday by Breaking the Silence, a group of ex-servicemen critical of army practices, says physical violence, often arbitrary, is used against very young children.

"The testifiers depict a routine in which Palestinian minors, often under 10 years of age, are treated in a manner that ignores their young age," says the 72-page booklet.

Entitled "Children and Youth: Soldiers' Testimonies 2005-2011," it covers a period after the second Palestinian intifada, or uprising, of 2000-2005.

"Although the events described here took place after the peak of the second intifada, at a time perceived as calm and uneventful from a ?security? standpoint, the reality that emerges from the testimonies shows that harsh treatment of Palestinian children continues unabated," it says.

In one example, a former staff-sergeant, unidentified like most who give testimony, describes a punitive raid on a neighbourhood in the Ramallah area following earlier clashes with Palestinians.

He said a dozen soldiers with wooden clubs "beat people to a pulp. Finally the children who remained on the ground were arrested. The order was to run, make people fall to the ground," he said.

"A slow runner was beaten, that was the rule," he said.

Another former staff-sergeant describes an operation against the West Bank village of Azzun, where stones had been thrown from a curve in the road at motorists from the nearby Israeli settlement of Maale Shomron.

"We got to the village, drove up to the houses closest to the curve, and then saw a group of children, 9-10 years old, running away," he said.

"First they ran, went onto the balcony of some house, and then the commander took a stun grenade and hurled it into that balcony. It blew up. I don?t think it hurt them or anything, but it made them run out of the balcony."

He describes a chase after the children during which his commander cocked his firearm and aimed in the face of one of them from close range.

"The kid was just freaking out, certain he was going to be killed, and begged and pleaded for his life," the soldier said.

"A kid has to beg for his life? A loaded gun is pointed at him and he has to plead for mercy? This is something that scars him for life."

The Israeli military said in response that Breaking the Silence had not provided it with sufficient background material to enable it to investigate specific claims.

"By compiling testimonies over long periods of times and refusing to provide additional details, the organisation proves its true intentions -- rather than facilitating proper investigation, the organisation seeks to generate negative publicity regarding the IDF and its soldiers," it said in a statement.

Syria wages new onslaughts on two main cities

Dozens of bodies were found as Syrian forces launched a deadly assault in the southwestern belt of Damascus, in what activists said was a new bid to crush "once and for all" the insurgency in the capital.

Combat helicopters and tanks also pounded rebel-held areas of the battered northern city of Aleppo, an AFP journalist and monitors said, as the army pressed on with its war against fighters seeking to topple President Bashar al-Assad.

The total death toll in Syria was 370 on Saturday including at least 200 in the town of Daraya southwest of Damascus, the Syrian Observatory for Human Rights reported.

The monitoring group, which had earlier reported the discovery of dozens of bodies in Daraya where troops have been waging a fierce assault against rebel holdouts, said 80 victims had been identified and the others were being identified.

Militants put out on YouTube a video titled "Massacre at the Abu Sleiman Addarani Mosque in Daraya" showing dozens of bodies on the ground.

The video, whose authenticity could not be checked, had a commentary stating: "An odious massacre committed by the gangs of ther Assad regime in the Abu Sleiman Addarani Mosque. More than 150 innocent martyrs fell in a brutal campaign by the criminal gangs against the city."

State television, for its part, said Daraya was being "purified of terrorist remnants."

The fresh violence erupted a day after new international envoy Lakhdar Brahimi admitted he was "scared" of the enormity of the task he faces to try to end the increasingly ferocious conflict, now in its 18th month.

Brahimi, who takes over from former UN-Arab League envoy Kofi Annan next month, held talks with UN leaders in New York on Friday, saying the Syrian people "will be our first masters."

Annan, a former UN chief, quit earlier this month after the failure of his six-point plan to try to bring peace, which was left in tatters by the relentless bloodshed and divisions among world powers over how to tackle the conflict.

The army claimed to have retaken most of Damascus in late July, after about two weeks of intense fighting across the capital's southern belt.

Most rebel Free Syrian Army fighters were forced out into the nearby countryside, but have since resumed hit-and-run operations, according to activists.

In Aleppo, an AFP correspondent reported heavy shelling by tanks in several neighbourhoods, sending civilians scrambling for safety as exploding shells sent up clouds of smoke and dust.

As rebel snipers faced off against the government's heavy armour, long breadlines formed in several neighbourhoods, including Qadi Askar where a fight broke out as people queued in the hot afternoon sun.

Rebels said earlier this week they controlled 60 percent of Aleppo but the regime has dismissed the claims and said Thursday the army had recaptured three Christian neighbourhoods, where residents are largely pro-Assad.

Opposition fighters said they were digging in for a war of attrition in Aleppo, the once thriving commercial hub where the regime had warned last month of "the mother of all battles."

"The situation? They are trying to advance in the area, we're holding them back, but there are a lot of wounded and martyrs," said one rebel commander in Saif al-Dawla neighbourhood.

Meanwhile, the body of a veteran Japanese war reporter killed this week during a gunfight in Aleppo was flown home on Saturday.

Mika Yamamoto, 45, was the fourth foreign journalist killed in Syria since March 2011 and the first to have died in Aleppo, which has borne the brunt of the conflict since fierce fighting erupted in the city last month.

An American, a Turk and a Jordanian journalist of Palestinian origin are still missing.

August is already the deadliest single month of the conflict with more than 4,000 people killed, according to the Observatory, which reported at least 118 people killed nationwide on Saturday.

It says more than 24,500 have been killed in the 17-month revolt, which began as a peaceful uprising against Assad's rule but has descended into a bloody civil war with no early resolution in sight.

The United Nations puts the death toll at more than 17,000 -- up sharply from the 9,000 it reported when Annan's ill-fated ceasefire was first introduced in April.

RICHMOND, Va. (AP) ? The federal government can't require tobacco companies to put large graphic health warnings on cigarette packages to show that smoking can disfigure and even kill people, a divided federal appeals court panel ruled Friday.

In a 2-1 decision, the U.S. Court of Appeals in Washington affirmed a lower court ruling that the requirement ran afoul of the First Amendment's free speech protections. The appeals court tossed out the requirement and told the Food and Drug Administration to go back to the drawing board. The decision is considered a blow to one of the Obama administration's major public health initiatives, raises the prospect of another U.S. Supreme Court tobacco battle and opens the door to further challenges of FDA's regulatory scheme.

Some of the nation's largest tobacco companies, including R.J. Reynolds Tobacco Co., sued to block the mandate to include warnings to show the dangers of smoking and encouraging smokers to quit lighting up. They argued that the proposed warnings went beyond factual information into anti-smoking advocacy. The government argued the photos of dead and diseased smokers are factual in conveying the dangers of tobacco, which is responsible for about 443,000 deaths in the U.S. a year.

The nine graphic warnings proposed by the FDA include color images of a man exhaling cigarette smoke through a tracheotomy hole in his throat, and a plume of cigarette smoke enveloping an infant receiving a mother's kiss. These are accompanied by language that says smoking causes cancer and can harm fetuses. The warnings were to cover the entire top half of cigarette packs, front and back, and include the phone number for a stop-smoking hotline, 1-800-QUIT-NOW.

In the majority opinion, the appeals court wrote that the case raises "novel questions about the scope of the government's authority to force the manufacturer of a product to go beyond making purely factual and accurate commercial disclosures and undermine its own economic interest ? in this case, by making 'every single pack of cigarettes in the country (a) mini billboard' for the government's anti-smoking message."

The court also wrote that the FDA "has not provided a shred of evidence" showing that the warnings will "directly advance" its interest in reducing the number of Americans who smoke.

Tobacco companies increasingly rely on their packaging to build brand loyalty and grab consumers ? one of the few advertising levers left to them after the government curbed their presence in magazines, billboards and TV.

"It's a significant vindication of First Amendment principles," said Floyd Abrams, an attorney representing Lorillard Tobacco. "There's never been any doubt that the government could require warnings on products that can have dangerous results. And what the court is saying is that there are real limits on the ability of the government to require the manufacturer of a lawful product to denounce the product in the course of trying to sell it."

The FDA declined to comment on pending litigation and the Justice Department said it would review the appeals court ruling.

In a statement, the Department of Health and Human Services said the administration is "determined to do everything we can" to warn people about the dangers of smoking, and that the labels are an "effective tool" in those efforts.

Public health groups are urging the government to appeal.

"While the tobacco industry has grown increasingly aggressive in preying upon the American public with misleading and fraudulent marketing practices over several decades, the warning labels have not been changed in 25 years," John R. Seffrin, chief executive of the American Cancer Society, said in a statement. "Existing warnings have failed to inform the public adequately of the risks of tobacco use. ... We hope the government can identify ways that the FDA can move forward with the new cigarette warning labels."

Warning labels first appeared on U.S. cigarette packs in 1965, and current warning labels that feature a small box with text were put on cigarette packs in the mid-1980s. Changes to more graphic warning labels that feature color images of the negative effects of tobacco use were mandated in a law passed in 2009 that, for the first time, gave the federal government authority to regulate tobacco.

The share of Americans who smoke has fallen dramatically since 1970, from nearly 40 percent to about 20 percent. But the rate has stalled since about 2004, with about 46 million adults in the U.S. smoking cigarettes. It's unclear why it hasn't budged, but some experts have cited tobacco company discount coupons on cigarettes and lack of funding for programs to discourage smoking or to help smokers quit.

In recent years, more than 40 countries or jurisdictions have introduced labels similar to those created by the FDA. The World Health Organization said in a survey done in countries with graphic labels that a majority of smokers noticed the warnings and more than 25 percent said the warnings led them to consider quitting.

Joining North Carolina-based R.J. Reynolds, owned by Reynolds American Inc., and Lorillard Tobacco, owned by Lorillard Inc., in the lawsuit are Commonwealth Brands Inc., Liggett Group LLC and Santa Fe Natural Tobacco Company Inc.

Richmond, Va.-based Altria Group Inc., parent company of the nation's largest cigarette maker, Philip Morris USA, which makes the top-selling Marlboro brand, is not a part of the lawsuit.

The case is separate from a lawsuit by several of the same tobacco companies over the 2009 Family Smoking Prevention and Tobacco Control Act, which cleared the way for the more graphic warning labels and other marketing restrictions. The law also allowed the FDA to limit nicotine and banned tobacco companies from sponsoring athletic or social events or giving away free samples or branded merchandise.

In March, a federal appeals court in Cincinnati ruled that the law was constitutional. The contradicting decisions mean the case could be settled by the U.S. Supreme Court on appeal.

New strain of hand, foot and mouth virus worries parents, pediatricians

ScienceDaily (Aug. 24, 2012) ? Your child goes to bed in perfect health. The next morning she wakes up with high fever, malaise and bright red blisters erupting all over her body. Johns Hopkins Children's Center dermatologists say the disturbing scenario has become quite common in the last few months, sending scared parents to their pediatrician's office or straight to the emergency room.

Bernard Cohen, M.D., director of pediatric dermatology at Johns Hopkins Children's Center, and colleague Kate Puttgen, M.D., have seen or consulted on close to 50 such cases in the last few months and have received countless phone calls from scared parents and concerned physicians. Cohen believes this number may be just the tip of the iceberg with primary care pediatricians seeing the bulk of new cases.

Cohen and Puttgen want to reassure parents that most cases of the disease are benign and that nearly all patients recover in seven to 10 days without treatment and without serious complications.

"What we are seeing is relatively common viral illness called hand-foot-and-mouth disease but with a new twist," Cohen says.

The culprit is an unusual strain of the common coxsackie virus that usually causes the disease. The new strain, coxsackie A6, previously found only in Africa and Asia, is now cropping up all over the United States.

The coxsackie virus strikes infants and children under age 5 in the summer and autumn months. Symptoms include fever and malaise and, a day or two later, a non-itchy skin rash with flat or raised red spots on the hands and feet and/or mouth sores. The new strain, however, behaves somewhat differently from its homegrown cousin, Cohen says. It carries a slightly higher risk for more serious illness and more widespread rash that can involve the arms, legs, face and diaper area. The new strain also seems to affect older as well as younger children.

"We've talked with many of our pediatric dermatology colleagues around the country and the number of cases and the severity of the rash is clearly new and different from the typical hand, foot and mouth disease we are used to seeing," adds Puttgen. "The good news is that it looks bad but hasn't actually caused severe symptoms for our patients."

The new virus can also cause a rash that mimics lesions of herpes simplex virus, which requires treatment with antivirals.

"It can look like disseminated herpes simplex, and parents may panic if they don't know what it is," Cohen says. "But unlike herpes simplex, this rash evolves very fast. It's bad for a few days and then gets better very quickly without any treatment at all."

To reduce the spread of the virus, Cohen and Puttgen advise frequent hand washing and good general hygiene. Pediatricians need not refer patients to a specialist if they recognize the rash for what it is and if the child is otherwise healthy, they say. "If the child has low-grade fever, but is otherwise well, waiting and watching is appropriate," Cohen says. "If the child is having problems with feeding or drinking or acting ill, it's time to call the doctor." Specifically, Cohen says, children with immune deficiencies, cancer or other serious illness should be followed closely by their pediatrician to avoid or promptly treat any complications.

?She?s not afraid to get out there and do her thing,? Tierney said. ?Just being athletic like she is, she?s been able to pick it up so quickly.?

Last in a series of high school fall season previews. The Free Lance?Star?s football preview edition is published separately today.

Rigg is a returning starter for James Monroe this fall. She?ll play forward and in the midfield, where Tierney hopes to exploit her speed. It?s a different dynamic for Rigg, who spends as much time as she can in pads and skates playing ice hockey.

Many of her weekends are spent driving?a 15-hour trip?or flying to Missouri, where she plays with the 14U St. Louis Lady Blues AAA team. She also earned a spot at the 2012 National Camp, a weeklong clinic coached by members of the U.S. national team.

Field hockey is actually the third form of the sport Rigg has played.

?I was at Ashland Skateland and saw some girls playing roller hockey,? said Rigg, who was introduced to that sport when she was 6.

Roller hockey progressed into ice hockey. She practices in Prince William County when she?s not darting across the country to play with her team.

Field hockey didn?t enter the picture until her eighth-grade year at Caroline.

?My friend talked me into trying out,? she said.

The skills required are different?in field hockey, a player can use only one side of the stick, and the ball can?t touch a player?s feet.

Still, Rigg?s athletic ability made the transition easy.

?She?s just a natural athlete,? Tierney said. ?She?s good at everything. With her ice hockey background, she was able to start later [at field hockey] than most kids and jump into a starting role.?

Rigg saw lots of turf time last fall for James Monroe, and played with the High Voltage club team during the indoor and outdoor travel seasons.

She?s learning the differences between the two sports, and showing she can adapt.

?I think the ice hockey skills helps with the quick wrist stuff,? Tierney said, ?but there are little things you get away with with ice hockey, where in field hockey you have to move your body and the ball a little more.?

James Monroe has had a succession of fast, athletic scoring forwards over the last decade, and Tierney hopes Rigg can fill that role again.

As for Rigg, she?s learning to like field hockey, too. Her coach said she has been a good teammate and enjoys working with the Jackets.

And Rigg thinks the team is taking steps forward, too.

?I think our team has really progressed and we?re still getting better,? she said. ?And my stick skills have really improved.?

Still, the call of the ice is strong with the sophomore. She hopes college hockey?preferably on the ice, but maybe on the field?is in her future.

?Possibly,? she said. ?If there?s a chance, I?ll jump at it.?

Microbiologists find new approach to fighting viral illnesses

ScienceDaily (Aug. 22, 2012) ? By discovering how certain viruses use their host cells to replicate, UC Irvine microbiologists have identified a new approach to the development of universal treatments for viral illnesses such as meningitis, encephalitis, hepatitis and possibly the common cold.

The UCI researchers, working with Dutch colleagues, found that certain RNA viruses hijack a key DNA repair activity of human cells to produce the genetic material necessary for them to multiply.

For many years, scientists have known that viruses rely on functions provided by their host cells to increase their numbers, but the UCI study -- led by microbiology & molecular genetics professor Bert Semler -- is the first to identify how the RNA-containing picornaviruses utilize a DNA repair enzyme to do so.

Study results appear in the early online edition of the Proceedings of the National Academy of Sciences the week of Aug. 20.

RNA viruses have ribonucleic acid as their genetic material (rather than deoxyribonucleic acid, or DNA). Notable human diseases caused by RNA viruses include SARS, influenza, hepatitis C, West Nile fever, the common cold and poliomyelitis.

The UCI and Dutch researchers examined one group of RNA viruses, called picornaviruses, using biochemical purification methods and confocal microscopy to see how they co-opt the functions of a cellular DNA repair enzyme called TDP2 to advance their replication process.

"These findings are significant because all known picornaviruses harbor the target for this DNA repair enzyme, despite the fact that their genetic material is made up of RNA rather than DNA. Thus, identifying drugs or small molecules that interfere with the interaction between the virus and TDP2 could result in a broad-spectrum treatment for picornaviruses," said Semler, who also directs UCI's Center for Virus Research.

By targeting a host cell function required for viral replication and not the virus itself, he added, the primary challenge of antiviral drug resistance may be sidestepped.

As part of their survival mechanism, RNA viruses mutate often, and drugs intended for them usually become ineffective over time. HIV, for example, rapidly mutates, necessitating a combination therapy employing a number of antiviral agents.

A drug that blocks RNA viruses from hijacking DNA repair enzymes may avoid these resistance issues. Semler's lab plans to screen mixtures of drug candidates to find ones that inhibit this process in cells infected by the human rhinovirus, the predominant cause of the common cold.

Through Aderer?s eyes we join with activists and lawyers in the escalating struggle to free Abdel-Muhti, where Orwellian terror of one?s own government becomes the dominant theme. Aderer turns the tools of surveillance back on the government, incorporating his secret recordings of the immigration and counterterrorism agents he comes in contact with through the story, giving audiences an unprecedented glimpse behind the veil of the Homeland Security State.

?I honestly didn?t start this film with myself in it. But when the documentary itself was investigated by the New Jersey office of counterterrorism, and they arrested Farouk?s son, that added a whole new level that demanded the audience know who?s telling the story,? said Aderer.

As a landmark legal battle is waged by attorney Shayana Kadidal of the Center for Constitutional Rights, Abdel-Muhti organizes resistance with his fellow detainees. But as the retaliatory abuse Abdel-Muhti endures from immigration and prison officials begins to take its toll on his health, it becomes clear the fight for his freedom is also a fight for his life.

The film premiered at Anthology Film Archives? New Filmmakers last year, and has since screened at Palestinian film festivals in Toronto and Chicago. At DisOrient Asian American Film Festival of Oregon this year, the film was presented with the Jason D. Mak Award for Social Justice and the Pacific Asian Community Alliance?s Courage Award.

On September 8, 2012, the film will be screened at the Japanese American National Museum in Los Angeles, with Aderer present for discussion. The event is co-sponsored by CAIR ? Council on American-Islamic Relations of the Greater Los Angeles Area.

Aderer has been sharing Enemy Alien in community and university settings across the country, and he started the indiegogo fundraising campaign in order to fulfill the outreach and educational potential of this film. Enemy Alien has been recommended for young adults by respected educational reviewer Booklist Online and praised by historian Gary Okihiro: ?Of great importance to American democracy, Enemy Alien is both timely and moving. We ignore its message at our peril.?

To be shown in many classrooms, a 60-minute cut with educational materials needs to be completed, and to do that Aderer needs to replace an edit system that broke down in April, for starters. Aderer began his career as a documentary filmmaker in November 2001, when he decided to investigate post-9/11 detentions and shot what the New York Observer called a ?particularly stunning? scene that unfolds near the beginning of Enemy Alien: a Congressional hopeful, interviewed in his plush office, defends the internment of Japanese Americans as justified in ?exigent times.? Galvanized by this exchange, Aderer began producing short documentaries on immigrants targeted by heightened enforcement, under the rubric of his nonprofit project Life or Liberty (lifeorliberty.org).

Aderer?s work with Life or Liberty has been supported by the Center for Asian American Media, New York State Council of the Arts, The Fledgling Fund, and other grantmakers. His previous documentaries include Rising Up: The Alams, which told the story of a Bangladeshi American family fighting back against deportation. In 2005, life handed Aderer a detour from his previous subject matter, when he and his brothers found themselves in the direct path of Hurricane Katrina, a life-changing experience which became his first personal documentary, A Corner of Her Eye. In addition to his independent work, Aderer freelances as a documentary producer, shooter and editor.

Enemy Alien is Aderer?s first feature documentary, which he showed as a work in progress for several years, getting to know the West Coast Japanese American community in the process. He was particularly moved by the experience of presenting his film and participating in the Tule Lake Pilgrimage in 2010 and this past July and has begun work on a yet-untitled Tule Lake project, a documentary on the explosive history of Japanese Americans branded as ?disloyals? and ?no-no?s? which unfolded at Tule Lake Segregation Center near the California-Oregon border.
