NTSB seeks larger lesson in Boeing 787 battery fire

WASHINGTON/NEW YORK (Reuters) - The top U.S. transportation safety agency is looking beyond what caused a Boeing Co Dreamliner battery to fail in January at larger lessons that can be applied to the airplane certification process and new technologies.

A two-day hearing at the National Transportation Safety Board headquarters in Washington that began on Tuesday delved into what Boeing and the Federal Aviation Administration knew about volatile lithium-ion batteries when they proposed them for use on the Dreamliner, and how they addressed the risks.

Boeing said that it did not believe during design and testing that a fire could occur in the lithium-ion battery system that failed on the Dreamliner.

Under questioning, Mike Sinnett, Boeing's chief 787 engineer, said: "Any form of internal short circuit could lead to venting of that cell and release of electrolyte, but nothing more than that."

He added: "The only time we were ever able to make a cell vent with fire was with significant overcharging."

The hearing is part of the agency's investigation into what caused a battery to catch fire and burn on a parked 787 Dreamliner in Boston in January. The battery fire occurred after passengers had left the plane, and workers noticed smoke in the cabin. It took firefighters more than an hour to put the fire out.

"We are looking for lessons learned, not just for the design and certification of the failed battery but for knowledge that can be applied to emerging technologies," NTSB Chairman Deborah Hersman said in opening the hearing. "It's imperative to understand how to best oversee their development and certification."

Also in response to questions, Ali Bahrami, the transport airplane manager for the FAA, said the special conditions the agency established for the 787 battery addressed safety concerns for the aircraft "quite eloquently."

He added: "We did the best we could under the circumstances and the knowledge that existed" at the time to develop standards for the battery.

The proceeding is being simultaneously translated into French and Japanese to accommodate journalists and observers from Europe and Japan. In addition to Boeing and the Federal Aviation Administration, the NTSB has called witnesses from GS Yuasa Corp of Japan, which makes the 787 battery, and Thales SA of France, which makes the battery system.

Bank of England's cheap credit scheme to be extended - reports

LONDON (Reuters) - A scheme to get more credit flowing in Britain's stagnant economy will be expanded to include specialist lenders and will run for a year longer than planned, the Sunday Telegraph newspaper reported.

The Bank and the Treasury have been working on plans to extend the 80-billion-pound Funding for Lending (FLS) scheme, and the newspaper said an announcement could come as early as this week.

Chancellor George Osborne is under pressure to do more to foster growth after Britain lost its AAA credit rating - the top grade - from two agencies and the International Monetary Fund said the government should consider slowing the pace of its deficit-cutting programme.

The Financial Times reported on Sunday that Treasury officials hoped the introduction of a second stage of the FLS scheme might give the IMF reason not to criticize economic policy when it carries out an annual review next month.

Osborne said on Friday the government and the central bank would announce "fairly shortly" changes to the scheme, which provides banks and other lenders with cheap financing if they keep or raise lending to households and businesses.

The FLS was launched last year but so far it has not resulted in much more borrowing by small and medium-sized companies.

The Telegraph said the FLS, originally due to end in January next year, would be extended by a year to 2015.

The newspaper said the scope of the scheme would be expanded to include specialist institutions such as asset-based lenders, invoice finance houses and leasing firms in an attempt to ease the credit crunch still felt by small firms.

A Treasury spokesman declined to comment on plans to change the FLS beyond what Osborne had said on Friday.

Asset finance allows businesses to borrow against invoices and machinery.

Since coming to power in May 2010, the Conservative-Liberal Democrat coalition has introduced austerity measures to try and reduce a record peacetime deficit, but persistently weak growth has frustrated the government's economic plans.

The Wrong Fight

Missouri Sen. Roy Blunt wrapped up at the Republican leadership press conference?the typical, news-challenged Recitation of the Talking Points?and walked into a wall of reporters. Kentucky Sen. Mitch McConnell had signed on to a pre-emptive filibuster of any gun bill. Would Blunt join him?

?I think it?s better to debate these issues and vote on ?em,? said Blunt. ?But I?ll decide, as everybody else will, what they?re gonna do on that when there?s a for-certain bill with the ability to offer amendments.? Maybe they didn?t need to block a vote on the bill right away. ?We always have the 60-vote standard on whether to go to a final vote or not.?

In 2010, Blunt easily won a Senate race in a state that?s getting redder. He has an A rating from the National Rifle Association. Wayne LaPierre actually campaigned for him that year, headlining one of the events on Blunt?s ?Second Amendment Tour.? And so reporters kept following Blunt to make sure they hadn?t dreamt these quotes.

?I missed the first part of that,? asked one reporter. ?You believe we should allow this gun legislation to proceed to debate??

?Oh, I don?t think I said that,? said Blunt. ?I said I?ll be anxious to see what the actual gun legislation looks like when Sen. Reid brings it to the floor. But as a general principle, it?s better to debate the bill.?

That didn?t quite end it. Blunt was asked whether his colleagues?like McConnell, the leader in the Senate?were wise to threaten a filibuster. ?Let?s see if they can truly argue that Republicans weren?t able to propose any alternatives,? he said. Another reporter arrived and inserted her recording device into the scrum.

?I wanted to ask you,? she said, ?and you may have addressed this already, whether you support the filibuster??

Not a feeding frenzy, but close to it. As Blunt patiently answered the questions, Senate Majority Leader Harry Reid was announcing that he?d seek cloture on gun control legislation. Not even 24 hours had passed since reporters were tut-tutting about President Obama?s ?last ditch? push for gun control. Was everybody wrong? Was the bill going to pass?

Yes and no. Yes, the consensus idea that the gun debate was over, that Obama had blown it by not moving faster, was strange and hasty. Nine times out of 10 it?s safe to assume that Congress won?t pass a bill. It?s Congress! But the ?gun safety? lobby (best to scare-quote the term, as it?s a media-tested replacement for ?gun control?) had said for months that it would accept a gun bill far, far reduced from the recommendations of the White House?s task force. Gabrielle Giffords and Mark Kelly?s own gun control activism was focused on passing universal background checks. The families of Newtown massacre victims, in Washington, D.C. this week for another round of tear-jerking and lobbying, have focused their campaign on a vote, period, not on any specific bill.

The Republican Party in the Senate isn?t built for nuance like that. Their struggles began on March 22, when Kentucky Sen. Rand Paul, Utah Sen. Mike Lee, and Texas Sen. Ted Cruz released an open letter to Reid promising to ?oppose the motion to proceed to any legislation that will serve as a vehicle for any additional gun restrictions.? That quickly turned into flypaper for Republicans who wanted to make a pre-emptive pro?freedom-and-America stand. And this was covered as ?momentum building for a filibuster.?

We?ve been trapped in this Wonderland of spin before. In February, opponents of defense nominee Chuck Hagel promised to filibuster his nomination. Ted Cruz wrote a letter; they signed onto it. They had the votes to delay Hagel with one filibuster, but over the next congressional recess, as damaging Hagel intel failed to emerge, the 41-senator squad fell apart. The hardcore Hagel foes revealed how weak they were with another letter, asking the president to withdraw the nomination. That only got 14 signatures. You either have 41, or you don?t have a filibuster. The White House won.

So the Senate lurched on to the gun bill?and conservatives tried the exact same strategy. The White House?s gun bill push has never been about a must-have provision. Like the 2009 push for health care reform or the 2010 Dodd?Frank offensive, it?s been about getting something done and letting the Senate Democrats figure out the ?something.? If the final gun bill looks like the compromise being put together by Pennsylvania Republican Sen. Pat Toomey and West Virginia Democratic Sen. Joe Manchin, well, sure, fine. Obama?s new tribute to gun violence victims isn?t ?they deserve an assault weapons ban.? It?s ?they deserve a vote.? How better to prove that, and to get the discussion away from the details that were weakening the background checks push, then another fight with the Senate conservatives?

This frustrated the Senate?s more experienced Republicans. A filibuster draws attention to a cause when it?s done well. But if you?re serious about killing a bill, you can debate it and attach a ?poison pill? amendment?a tactic that sunk the post-Columbine gun bills of 1999. That could still happen this year. First, Republicans had to explain (and explain and explain) their filibuster stances.

Tennessee Sen. Bob Corker wasn?t on board with the filibuster. ?This is one senator who likes to read a bill before I make a decision about what I?m gonna do,? he said. ?What?s the bill? It could be a negotiated agreement between Manchin and Toomey. I saw them on the floor for a few moments and wished them well.?

South Carolina Sen. Lindsey Graham didn?t want to block a vote, either. ?As long as we get amendments, I want to proceed to the bill,? he said. ?I think we should be allowed to amend it. I?m not afraid of this debate. I want this debate.?

Even Wisconsin Sen. Ron Johnson, who?d signed the filibuster letter, opened up room to allow a vote. ?It was an easy letter to sign, because I took an oath to defend the Constitution,? he told reporters. ?I try to be pretty flexible. The letter was about any bill that would restrict Second Amendment rights.?

By late afternoon Democrats had heard as many as 10 Republicans buck the filibuster, on the record. If those senators were serious, a few red state Democrats, like Arkansas Sen. Mark Pryor, would be free to cast ?no?s? and then cut re-election ads. Reid wouldn?t say he had the votes to win, but neither would Cruz.

?That will be up to the members of the Senate,? Cruz said to a throng of reporters outside a Capitol Hill elevator. ?In my view every senator has a responsibility to actively protect the bill of rights. Any bill that would undermine the bill of rights should, in my opinion, be subject to a 60-vote threshold.?

Cruz kept talking, asking the press to focus on things like ?the prosecution priorities of the Obama Justice Department? instead of the gun bill du jour. He talked, and Connecticut Sen. Richard Blumenthal, a Democrat, walked pass the press corps, generally unnoticed, which isn?t a bad thing to be if you think you?re going to win.

China bird flu toll reaches nine

SHANGHAI (Reuters) - The death toll in China from a new strain of bird flu rose to nine on Tuesday, said state media, who also quoted Chinese authorities saying a vaccine should be ready within months.

The latest victim was from Anhui province, the official Xinhua news service reported.

The H7N9 strain, which was confirmed in humans for the first time last month, has now infected 28 people, all of them in eastern China, of whom nine have died, according to data from the National Health and Family Planning Commission cited in the Xinhua report.

The cases include another four people confirmed to be infected with the virus, two in Shanghai and two in Zhejiang province, one of whom was dangerously ill, according to Xinhua.

The China Securities Journal reported Wednesday that a vaccine for H7N9 has been authorized by China Food and Drug Administration and is expected to be introduced to the market in the first half of this year.

The exact source of infection remains unknown, although samples had tested positive in some birds in poultry markets that remain the focus of investigations by China and the U.N.'s Food and Agriculture Organization (FAO).

The World Health Organization (WHO) said on Tuesday that it was looking into two suspected "family clusters" of people in China who may be infected with the H7N9 virus, potentially the first evidence of human-to-human spread.

The new virus is severe in most humans, leading to fears that if it becomes easily transmissible, it could cause a deadly influenza pandemic.

However, World Health Organization (WHO) spokesman Gregory Hartl told a news briefing in Geneva that so far there is no firm evidence of human-to-human transmission occurring which could spark a pandemic, and Chinese health authorities have said the same.

US says hacking undermines China's interests

(AP) ? Hacking that originates inside China is undermining its relationship with the United States and harms Beijing's long-term interests, a top U.S. diplomat said Tuesday, in the latest high-level public expression of concern over a problem that has prompted threats of commercial retaliation from Washington.

The U.S. believes cyber intrusions originating from China that result in the theft of sensitive information have reached very high levels, adding to existing problems with the lack of protection for intellectual property rights, U.S. undersecretary of state for economic growth, Robert Hormats said.

He urged China to take firm action against hacking and said Chinese officials needed to question whether such activity "serves China's real interests" as it seeks to upgrade its economy, the world's second largest.

"The long term interest of the Chinese government is to investigate and halt these cyber intrusions wherever in this country they come from," Hormats said. "The U.S. government is taking an active role in addressing this issue and we continue to raise our concerns with senior Chinese officials."

Hormats' comments in an address to an Internet Industry conference in Beijing follow a forensically detailed report by Internet security company Mandiant that accused a Chinese military unit of carrying out a years-long hacking attack against U.S. companies.

China's government and military deny carrying out cyberattacks. A senior Chinese official attending the conference repeated Beijing's contention that Beijing was itself a victim of hacking.

"Our opposition to all forms of hacking is clear and consistent," said Qian Xiaoqian, a vice minister and deputy director of the State Internet Information Office.

"Lately people have been cooking up a theory of a Chinese Internet threat, which is just an extension of the old 'China threat' and just as groundless," Qian said.

Such statements seem to be doing little to allay concerns over a suspected official role in wholesale hacking linked to China. Foreign military and government organizations have been targeted by the attacks, as well as private companies, including those in sensitive industries such as energy and aerospace.

Craig Mundie, a senior adviser to the CEO of Microsoft, a sponsor of the conference, said that regardless of whether China-based hacking was the work of rogue actors, Beijing's efforts to stop it are clearly not effective.

"And given that China's policy position is that such activity is absolutely illegal, our two countries clearly need to work together to figure out how to enforce that policy more effectively, because right now the evidence suggests China's policy enforcement approaches are not working adequately," Mundie said.

Mandiant, a Virginia-based cybersecurity firm, released a torrent of details in February that tied a secret Chinese military unit in Shanghai to years of cyberattacks that compromised more than 140 companies. Mandiant linked the breaches to the People's Liberation Army's Unit 61398.

In response to the hacking reports, the Obama administration has been considering fines and other trade actions against China or any other country guilty of cyberespionage.

However, the administration is expected to proceed cautiously because of the issue's sensitivity, and Hormats and other conference attendees repeatedly called for communication and joint efforts against hacking rather than outright confrontation.

RAID cards are one of the more difficult things in the technology world to get excited about. Especially since most of these discrete add-on boards are really aimed at enterprise users, not media centers or gaming rigs. But, we've got to hand it to LSI and Intel for knowing how to make a splash. The companies caught our attention by slapping a paid of 512GB SSDs on a Nytro MegaRAID PCIe card. While there are a couple of models of the controllers, it's the RCS25ZB040LX specifically that's carrying the 1TB of flash storage. The media isn't meant for installing programs or archiving data, though, instead its dedicated cache for the controller. All that blazing fast SLC flash should help speed up any task that is reliant on frequent random reads. We don't think you'll be picking up one of these SandForce-powered bad boys for your personal server though, even an entry level version with 100GB of SLC will set you back $1,795.

Reducing waste of food: A key element in feeding billions more people

Apr. 7, 2013 ? Families can be key players in a revolution needed to feed the world, and could save money by helping to cut food losses now occurring from field to fork to trash bin, an expert said in New Orleans on April 7. He described that often-invisible waste in food -- 4 out of every 10 pounds produced in the United States alone -- and the challenges of feeding a global population of 9 billion in a keynote talk at the 245th National Meeting & Exposition of the American Chemical Society, the world's largest scientific society.

"We will need another 'Green Revolution' to feed the world by 2050," said John Floros, Ph.D., referring to the development of high-yield, disease-resistant breeds of grain and other agricultural innovations that took root in the 1960s. "That will mean scientific innovations, such as new strains of the big three grains -- rice, wheat and corn -- adapted for a changing climate and other conditions. It also will require action to reduce a terrible waste of food that gets too little attention."

Floros cited estimates that in many developing countries up to half of the food harvested from farmers' fields is lost before reaching consumers. He is dean of the College of Agriculture at Kansas State University. That waste can occur due to spoilage from improper storage of grain during transportation or from pests. Rats and mice alone eat or spoil 20 percent of the world's food supply due to contamination with their urine and feces.

"A different kind of waste occurs in the United States and some other developed countries," Floros said. "Developed countries have much more efficient systems for preserving, storing, transporting and protecting food from spoilage and pests. But as a nation -- households, supermarkets, restaurants, other food-service providers -- we throw away about 4 out of every 10 pounds of food produced each year."

Government studies show, for instance, that the average family in the United States throws away 20 pounds of food a month, more than $2,000 worth every year for a family of four. It includes food that has gone uneaten and spoiled in refrigerators and on pantry shelves, as well as food that people throw away after cooking. Uneaten food actually rivals paper, plastic and other refuse as the No. 1 material in some municipal landfills.

Scientists know that food waste in landfills, for instance, releases methane gas as it decomposes. Methane is about 20 times more potent than carbon dioxide as a greenhouse gas that fosters global warming. Floros pointed out that reducing food waste would contribute to solving other great global challenges that society faces in the 21st century, beyond feeding a booming population. Wasting food wastes the freshwater needed to grow it, at a time when 1.2 billion people lack access to clean water. It also wastes energy, fertilizers, pesticides and other resources used in the food supply.

Supplying more food, however, is only part of the challenge, Floros emphasized. "Millions of people in some developing countries are becoming more affluent. In the past, people were satisfied with food that filled them up and sustained life. Increasingly, they will demand food that is convenient to prepare, certified as safe and highly nutritious and tastes good."

He cited the People's Republic of China as an example. The middle class in China is now larger than the U.S. population and is increasing in size year by year. And people in China are now consuming almost 3 times as much meat compared to a few decades ago. Demand for convenience foods also is rising with the growth of the urban population.

Several other food-related challenges lie ahead, Floros pointed out. Water, for instance, is becoming scarcer, as is fertile farmland. Global climate change may stress those resources even further. The demand for sustainable energy may divert more cropland to production of crops for biofuel production. Economic conditions threaten less investment in agricultural research and development. Drought and other extreme weather could impact food production. And consumption of too much food and less nutritious foods underpins epidemics in obesity and type 2 diabetes.

"We're not doing enough to resolve these complex issues that are critical for providing 9-10 billion people with a nutritious diet," said Floros. "Consumers, industry, universities and governments all need to pitch in. The first step is more awareness of these issues and the need for action on multiple levels of society."

Olympus M.Zuiko Lens 12mm f2.0


The Olympus M.Zuiko Lens 12mm f2.0 ($799.99 direct) is an impressively compact lens with a fast aperture and ultra-wide field of view for Micro Four Thirds cameras. Its field of view is equivalent to a 24mm lens on a full-frame camera. This ultra-wide design is great for landscape photography and for capturing action in tight spaces. It's sharper than equivalent lenses for competing mirrorless camera systems, but is pretty expensive and shows some chromatic aberration. Our Editors' Choice award for wide-angle prime lenses for compact interchangeable lens camera systems goes to another Olympus lens, the M.Zuiko Digital 17mm f1.8. That lens doesn't cover as wide of an angle, but it's a smidge faster, less expensive, and also impressively sharp.

The lens measures just 2.2 by 1.7 inches (HD) and weighs 4.6 ounces. Its barrel is made entirely of metal, which accounts for its weight. Autofocus is very quiet, and there's a large manual focus ring if you prefer to adjust focus on your own. Simply pull the ring back towards the base of the lens to switch to manual focus mode, and push it back forward when you want to go with autofocus. The close focus distance is 7.9 inches; when shooting close with a wide aperture it's possible to create a very shallow depth of field, which is often not the case with wide-angle optics.

The lens is not weather sealed, which is a concern to owners of the dust- and splash-proof Olympus OM-D E-M5. Olympus does not include a hood with the lens, but it does sell an accessory hood for $89.99; that's a bit much, and the clip-on design of the hood can make it hard to use the lens with filters. That's unfortunate as a polarizing filter is a useful accessory with such a wide lens?it will let you darken skies in landscape shots, or minimize reflections coming off of water.

The 24mm field of view can be a tough one for many photographers to master, as there are many elements to take into consideration in order to create a pleasing composition. It's one of the reasons that we give higher marks to the narrower 17mm lens. Shutterbugs who are looking to add a fast prime lens to supplement the kit zoom will likely find it a more useful tool.

If you are someone who sees the world in wide swaths, the image quality that the M.Zuiko 12mm lens delivers will not disappoint. We tested the lens on the OM-D E-M5, and used our standard 1,800 lines per picture height cutoff as a measure of acceptable sharpness. According to Imatest, the lens records 2,118 lines at its maximum aperture, and delivers impressive edge-to-edge sharpness. Stopping down to f/2.8 increases the score to 2,276 lines. It hits 2,439 lines at f/4, and peaks at 2,490 lines at f/5.6. There is a little bit of barrel distortion, about 0.8 percent, which is nominal for a lens of this type. The only real issue with the lens is that it's prone to chromatic aberration, which shows itself as purple and green color fringes in high contrast areas. We noticed this on our test chart, as well as during field use. It can be corrected in Lightroom, but can require a bit of work to clear up. Neither the Samsung 16mm f/2.4 Ultra Wide Pancake NX Lens or the Sony SEL16F28 16mm f/2.8 Wide-Angle Lens, which provide equivalent fields of view for their respective systems, manage to cross the 1,800-line mark without having to close down their apertures, which limits the amount of light captured and doesn't allow for as shallow of a depth of field.

You need to be a lover of wide angles to truly appreciate the Olympus M.Zuiko Lens 12mm f2.0, but if you master its field of view the lens will not disappoint. It's impressively sharp at every aperture, and videographers will appreciate just how quiet its focus motor is. It's pretty expensive, and some sort of lens hood really should be included with an $800 lens. Overall we feel that the narrower Olympus M.Zuiko Digital 17mm f1.8 is a better value?it doesn't capture nearly as wide of a field of view as the M.Zuiko 12mm, but it's $300 less expensive and delivers similar sharpness, without the chromatic aberration.

At Odds: Connecting Dots Between Rutgers, Yahoo, Atlanta Teachers and Politics

Atlanta teachers accused of cheating. Yahoo bans telecommuting. A Rutgers? basketball coach hurls balls and epithets at his players. Meanwhile, in Washington, the president and House Republicans can?t or won?t bridge their differences and regain the trust of voters.

These seemingly disparate strands have in a common a single, sobering sociological trend: People today are more separate and at odds in their human connections than anytime on record.

That is the conclusion of a jarring report by Robert Hall, ?Our Relationship Crash: The Biggest Story Never Told.? Hall is an accomplished consultant and speaker on relationships, and author of the 2012 book, ?This Land of Strangers.?

Building on the work of Harvard professor Robert Putnam (?Bowling Alone: The Collapse and Revival of American Community?) and others, Hall?s report places Washington?s dysfunction in a broad historic-social context that is no less depressing than the political landscape.

?We?re paying a heck of a price for the destruction of relationships, and we haven?t seen anything yet if it plays out like we?re seeing it now,? Hall told me in a telephone interview. (Disclosure: His book quotes from one I co-authored in 2005, ?Applebee?s America: How Successful Political, Business and Religious Leaders Connect with the New American Community.?)

Hall?s report adds to the conversation on human connections by creating a ?Flight from Relationships? index that aggregates 16 metrics across home, work, faith and politics. ?While obviously not scientific (data from different research sources with different time frames), the FFR Index does illustrate a dramatic trend: our flight from relationships is up 214 percent over five decades,? Hall wrote.

Political junkies will find four of the measures familiar. First, Americans relate less to each other politically. The number of voters who identify themselves as ideologically extreme has jumped from 29 percent to 49 percent in the last four decades, Hall reports. ?Somehow,? he wrote, ?we seem to be magnifying our differences and then joining like-minded, warring tribes.?

Second, the relationship between Americans and their president is weakening. Hall said the Presidential Approval Gap (the difference between how voters of the president?s party vs. voters from the opposing party view the chief executive?s performance) has reached a record 76 percent under Presidents Bush and Obama.

He also cited the wealth of data showing how Congress itself is polarized. ?Productive relationships have suffered as the ranks of the ideological extreme (have) increased 50 percent? since the 1970s, Hall wrote. President Obama has been accused of not working hard enough to get to know his political rivals. Fair or not, Obama is addressing his reputation for aloofness by meeting more regularly and socially with lawmakers.

Finally, the number of self-identified independent voters has increased to nearly 38 percent. ?As politics has grown more partisan and divisive, aided by a media adept at monetizing strife,? Hall wrote, ?the flight from political parties has nearly doubled over the past 50 years.?

In isolation, these political trends would be depressing enough. Hall?s index gathers them with other cultural markers to raise questions about our ability as a nation to adapt to vast social change.

For example, married couples represent just 48 percent of U.S. households, and births to unwed mothers are up 726 percent in 50 years, Hall said. Both are measures of vastly changing, if not fraying, personal relationships.

At work, employee turnover, CEO turnover and customer defections are dramatically on the rise. At church, the increase in members leaving one denomination for another has jumped from 15 percent in 1955 to 50 percent today.

Faith in organized religion (like so many other institutions) is down. People with little or no confidence in the church have jumped 75 percent since 1975, he said.

?Never in recorded history has a culture tried to raise half its children in single-parent households, or systematically changed business ownership at a rate in excess of twice a year or seen an informed citizenry become so rapidly divided over politics and faith,? Hall wrote. ?We have veered off the map into uncharted and dangerous relationship territory.?

The school-testing scandal is partly a result of diminished relationships ? teacher-to-student, teacher-to-parent and employee-to-employer, Hall said.

Yahoo?s ban on telecommunicating reflects the tension between workers? desires to maintain family relationships amid new economic challenges and a CEO?s need to restore valuable face-to-face relationships. ?With their new freedom, individuals are more productive but often to the determinant of their companies,? Hall said.

Rutgers coach Mike Rice is an extreme but not isolated example of a leader who responds to new pressures inappropriately. With competition intensifying at almost every workplace, ?We can?t deal with weak leadership,? Hall said, ?so we struggle by with fear-based relationships.?

Hall continued, ?The advances of extreme individualism, expansive organizations, and breakthrough information technology have yielded unintended consequences: The rate of change is outrunning our ability to adapt.?

Oil slide continues on jobs report

NEW YORK?The price of oil dipped below $93 a barrel Friday after a weak U.S. jobs report cast doubt on the strength of the U.S. economy.

U.S. benchmark oil fell 56 cents to close at $92.70 in New York. Brent Crude, which sets the price of oil used by many U.S. refineries to make gasoline, fell $2.19 to close at $104.15. It was the lowest close for Brent since last July.

It was the third straight day of declines for oil. U.S. benchmark oil has fallen 5 percent since closing Tuesday at $97.19.

Oil fell earlier in the week after the Energy Department reported that storage levels were at their highest levels since 1990 even though refiners had begun to ramp up gasoline production to get ready for the summer driving season.

Now the economy looks like it might not grow fast enough to churn through the nation's high supplies.

The Labor Department reported Friday the economy added 88,000 jobs in March, the fewest in nine months and half as many as analysts expected. The slowdown may signal the economy will weaken this spring.

When the economy slows, shippers and travelers burn less gasoline, diesel and jet fuel, reducing demand for crude oil needed to make those fuels.

Oil analyst Jim Ritterbusch said that he expects oil prices to remain weak in the coming weeks. Along with what could be a slower U.S. economy, economic growth in developing markets seems to be slowing slightly and the European economy continues to struggle. At the same time, oil supplies in the U.S. and Europe are high.

U.S. retail gasoline prices inched lower Friday, falling by a penny to $3.63 per gallon, according to AAA, OPIS and Wright Express. Pump prices have been slowly declining since reaching a winter peak of $3.79 on Feb. 27. Last year at this time, U.S. gasoline prices hit their high for the year of $3.94 per gallon.

Natural gas prices have been rising quickly in recent months as cold weather blanketed the country through March and into early April. Half of U.S. homes use natural gas for heating.

Natural gas rose 4.6 percent Friday to close at $4.13 per thousand cubic feet. That's the highest close for natural gas since August 2011. The price has doubled since last year at this time, when the nation was emerging from the warmest winter on record.

In other energy futures trading on the Nymex:

? Heating oil fell 5 cents to close at $2.91 per gallon.

? Wholesale gasoline fell 4 cents to close at $2.86 per gallon.

Obama Calls Californian Kamala Harris 'Best Looking' Attorney General

President Obama assessed the beauty of California's attorney general Kamala Harris, calling her "the best looking attorney general," during remarks at a fundraiser in Atherton, California.

"You have to be careful to, first of all, say she is brilliant and she is dedicated and she is tough, and she is exactly what you'd want in anybody who is administering the law, and making sure that everybody is getting a fair shake. She also happens to be by far the best-looking attorney general in the country - Kamala Harris is here."

Harris has served as California's attorney general since 2011 and is a rising star for Democrats. She is often mentioned as a potential candidate for governor.

The president came under some fire back in 2008 when he referred to a female reporter as " sweetie " and told her to hold a question for a press availability.

Hagel warns of deep, new spending cuts

WASHINGTON (AP) ? Defense Secretary Chuck Hagel put the Pentagon and Congress on notice Wednesday that he is considering fundamental changes to the size of the military's management and command structures, requiring sweeping and dramatic spending cuts that are likely to hit programs favored by lawmakers.

Hagel said in a speech to the National Defense University at Fort McNair that escalating spending to maintain benefits, existing military structures and replacements for aging weapons programs are devouring funding needed for critical operations, training and equipment.

The Pentagon, he said, must reevaluate the size of its management and military command structures, which continue to grow even as the overall force numbers decline.

"I am concerned that despite pruning many major procurement programs over the past four years, the military's modernization strategy still depends on systems that are vastly more expensive and technologically risky than what were promised or budgeted for," Hagel said.

Hagel also echoed other administration officials in calling North Korea's recent rhetoric a real, clear danger and threat to the U.S. and its Asia-Pacific allies and says America is doing all it can to defuse the situation.

The U.S. has dispatched bombers, stealth fighters and ships to the region, in a show of force to deter any action by Pyongyang. And on Wednesday the Pentagon announced it will deploy a high altitude ballistic missile defense system to Guam in the coming weeks to strengthen the region's protections against the North Korean threat.

The land-based system includes a truck-mounted launcher, tracking radar, interceptor missiles, and an integrated fire control system.

But Hagel said he believes there is a path to peace on the troubled Korean peninsula, although it doesn't include making nuclear threats or taking provocative actions.

While his speech focused on the need for the Pentagon to do much more to slash its spending, Hagel also made it clear that any budget cuts should not erode America's ability to be a force for global leadership.

The Pentagon is already grappling with a $487 billion, 10-year reduction in projected spending as part of the budget law that Obama and congressional Republicans agreed to in August 2011. In addition to that, the military is now facing $41 billion in across-the-board cuts for this fiscal year that went into effect on March 1.

The changes, he said, will involve "not just tweaking or chipping away at existing structures and practices but, where necessary, fashioning entirely new ones that are better suited to 21st century realities and challenges."

In his first major address as Pentagon chief, Hagel embraced what is likely to be his major challenge in his term: shrinking the U.S. military despite persistent congressional mandates that slash funding but forbid the elimination of favored bases and programs that must be cut in order to achieve the required savings.

Lawmakers have resisted Pentagon pleas for another round of base closures and to trim unwanted aircraft, or proposals to adjust military health care benefits as too politically risky. Closing bases and ending contracts can cost jobs in members' districts.

"Much more hard work, difficult decisions and strategic prioritizing remains to be done," Hagel said, noting that "deep political and institutional obstacles to necessary reforms will need to be engaged and overcome."

While both his predecessors launched reviews to identify hundreds of millions of dollars in savings, Hagel is taking over just as the automatic, across-the-board budget cuts are taking effect. In light of those reductions, he has already ordered a re-evaluation of the defense strategy that President Barack Obama announced early last year.

That strategy called for a greater emphasis on the Asia-Pacific region, a continued focus on the Middle East and an increase in cybersecurity, missile defense and special operations forces.

Asked specifically about the unpaid furlough days that civilians will be forced to take, Hagel acknowledged that the cuts will be painful but unavoidable. As many as 700,000 of the department's civilian workers will have to take 14 unpaid days off in the coming months to save about $2.5 billion.

But he said officials are also looking at cutting layers of upper and middle management, including in the military commands, and are weighing whether the department has the right mix of military and civilians, and the correct balance of officers and enlisted troops.

He also said he will ask Congress to look at ways to increase various fees, including those for health care and retirement programs.

"We need to be steely-eyed and clear-headed in our analysis, and explore the full range of options for implementing our national security strategy," he said.

But, despite the budget cuts, Hagel said the U.S. does not have the luxury of choosing to withdraw from the world.

"If we refuse to lead, something, someone will fill the vacuum. The next great power may not use its power as responsibly or judiciously as America has," he said. "America has helped make a better world for all people with its power. A world where America does not lead is not the world I wish my children to inherit."
