Gas prices in the United States continue to rise, with the national average for regular now nearing $4 a gallon.
Americans are understandably frustrated by this. They're also frustrated with President Obama's "handling" of the situation.
A new Reuters poll finds that more than two-thirds of Americans--68%--"disapprove" of the way Obama is dealing with these high prices. Interestingly, a far lower number of Americans actually blame Obama for the high prices. Instead, they blame the oil companies and a combination of factors.
But it's not clear what Americans want Obama to do about high gas prices.
Releasing some oil from the Strategic Petroleum Reserve might have a limited, temporary effect, but it would also be raiding a store of oil that many Americans think should be reserved for a much more important purpose: Providing a source of emergency fuel if America's international oil supply lines ever get cut off. If Presidents make it a habit of raiding the SPR every time gas prices rise, the SPR won't be "strategic" for anything other than getting Presidents re-elected.
Because oil and gas prices are likely trending upward for an excellent fundamental reason, meanwhile--increasing demand from emerging economies like India and China--the only way to bring them down permanently is to diversify the country's sources of energy and reduce the country's consumption of it.
And President Obama is actually doing that.
U.S. oil production has increased over the last four years, from about 5 million barrels a day to close to 6 million barrels. Natural gas has become so plentiful that prices have crashed. And, in part as a result of high gas prices, Americans are driving less and using less fuel.
So the U.S. is actually making progress toward curing its foreign oil addiction. There's a long way to go, of course, and there's no quick and lasting fix to today's high prices, but we're making progress. And Americans frustrated with that progress should probably lay at least some blame at the feet of the Presidents and Congresses that have ignored the finite oil problem for the past 40 years.
Whether this progress will satisfy angry voters come November is an open question. Americans do tend to vote with their wallets, and gas prices are a highly visible and painful reminder that money doesn't buy much these days. So, as depressing as it is to those who view the Strategic Petroleum Reserve as a true emergency hoard, it's no surprise that the Administration is talking about possibly releasing oil from it.

PARIS (AP) ? A Frenchman suspected of helping his brother plot attacks against Jewish schoolchildren and paratroopers has been handed preliminary murder and terrorism charges.
But Abdelkader Merah denied any role in the attacks. Investigators looking into France's worst terror attacks in years believe Merah helped his brother Mohamed prepare the killings, and are investigating whether they were linked to an international network of extremists or worked on their own.
Abdelkader's lawyer said he feels like "a scapegoat."
"No one knew anything" about what Mohamed was plotting, lawyer Anne-Sophie Laguens told reporters in Paris on Sunday. She dismissed reports that Abdelkader had praised his brother's attacks. "He was never proud of those actions."
Mohamed Merah, 23, claimed responsibility for killing three Jewish schoolchildren, a rabbi and three paratroopers earlier this month. After a 32-hour standoff with police, he died Thursday in a hail of gunfire as he jumped out a window of his apartment in the southern city of Toulouse.
Since then, attention has focused on his older brother Abdelkader Merah, who was handed preliminary charges on Sunday of complicity to murder and theft, and involvement in a terrorist enterprise, prosecutors said. Detained last week, he will remain in custody pending further investigation.
Preliminary charges under French law mean there is strong reason to believe a crime was committed, but allow magistrates more time to investigate.
Authorities suspect Abdelkader had a role in acquiring his younger brother's arsenal and financing his trips to Afghanistan, Pakistan and the Middle East. Mohamed Merah claimed allegiance to al-Qaida and told police he traveled to Afghanistan and Pakistan for training.
Abdelkader was questioned several years ago about alleged links to a network sending Toulouse-area youths to Iraq, but no action was brought against him at the time.
Prosecutor Francois Molins said the inquiry is also looking at anyone else who could have been involved in planning the attacks.
The brother's girlfriend, Yamina Mesbah, was held, then released early Sunday without being charged. The Merah brothers' mother was released Friday night.
The girlfriend denied any involvement in what happened and said she was shocked by the killings, her lawyer Guy Debuisson said, adding that Abdelkader Merah appeared to have led a double life.
"This woman was unaware of anything about her husband's accessory, complementary or secret life," the lawyer said. The couple married according to Muslim custom in 2006, but did not undergo the civil ceremony required in France for a marriage to be recognized.
Abdelkader Merah took five or six long trips to Egypt, ostensibly to study Arabic literature, and his girlfriend joined him on two or three, the lawyer said.
During questioning by police, the lawyer said, Mesbah learned that Merah had had other motivations for his trip to Egypt and "a life that led him toward an extremely intense ... fundamentalism."
"The question to ask today is if Mohamed was the only one that was indoctrinated. Was it just him or are there others?" Debuisson asked.
The first paratrooper killed, Imad Ibn Ziaten, was buried Sunday in his hometown in Morocco on the Mediterranean coast. Townspeople held French and Moroccan flags as soldiers carried the coffin to the grave.
"It is incomprehensible, it is unimaginable. Terrorism doesn't understand this. And above all we must not confuse Islam and fanaticism. They have nothing to do with one another," his brother Hatim Ibn Ziaten said.
French State Secretary for Defense Marc Laffineur accompanied the family to Morocco, saying he wanted to show that "France is in mourning." The other paratroopers were buried in France last week, and the Jewish children and rabbi were buried in Israel.
The killings have affected the race for French presidential elections in April and May, and raised concerns of tensions among France's large Muslim and Jewish communities.
Thousands of people in Paris and Toulouse marched silently Sunday urging unity and tolerance of all religions and cultures after the killings. An enormous French tricolor flag borne by dozens of marchers waved above the Paris march as it snaked away from the Place de la Bastille, birthplace of the French Revolution.

Astronomers have put forward a new theory about why black holes become so hugely massive ? claiming some of them have no 'table manners', and tip their 'food' directly into their mouths, eating more than one course simultaneously.
Researchers from the UK and Australia investigated how some black holes grow so fast that they are billions of times heavier than the sun.
The team from the University of Leicester (UK) and Monash University in Australia sought to establish how black holes got so big so fast. Their research is due to published in the Monthly Notices of the Royal Astronomical Society.
The research was funded by the UK Science and Technology Facilities Council.
Professor Andrew King from the Department of Physics and Astronomy, University of Leicester, said: "Almost every galaxy has an enormously massive black hole in its centre. Our own galaxy, the Milky Way, has one about four million times heavier than the sun. But some galaxies have black holes a thousand times heavier still. We know they grew very quickly after the Big Bang.''
"These hugely massive black holes were already full--grown when the universe was very young, less than a tenth of its present age."
Black holes grow by sucking in gas. This forms a disc around the hole and spirals in, but usually so slowly that the holes could not have grown to these huge masses in the entire age of the universe. `We needed a faster mechanism,' says Chris Nixon, also at Leicester, "so we wondered what would happen if gas came in from different directions."
Nixon, King and their colleague Daniel Price in Australia made a computer simulation of two gas discs orbiting a black hole at different angles. After a short time the discs spread and collide, and large amounts of gas fall into the hole. According to their calculations black holes can grow 1,000 times faster when this happens.
"If two guys ride motorbikes on a Wall of Death and they collide, they lose the centrifugal force holding them to the walls and fall," says King. The same thing happens to the gas in these discs, and it falls in towards the hole.
This may explain how these black holes got so big so fast. "We don't know exactly how gas flows inside galaxies in the early universe," said King, "but I think it is very promising that if the flows are chaotic it is very easy for the black hole to feed."
The two biggest black holes ever discovered are each about ten billion times bigger than the Sun.

Is it possible to prevent the development of schizophrenia? Can certain patients develop autism if they carry a specific gene and have been exposed to a viral fetal infection? Should all ADHD patients take the same type of medication?
This unique research project will try to answer these questions. The project is based at Aarhus University and will be known as 'The Lundbeck Foundation's Initiative for Integrative Psychiatric Research' (iPSYCH). The grant of DKK 121m from the Lundbeck Foundation is the largest grant ever awarded to Danish psychiatric research.
- We will investigate why some people develop mental disorders. We will identify biological disease mechanisms, and we also intend to provide the basis for better treatment and prevention, says Dr. Brglum, Professor of Medical Genetics at Aarhus University and Scientific Director of the research project.
The many faces of psychiatry
The project will study five specific mental disorders: schizophrenia, manic depression, depression, autism and ADHD. All disorders are associated with major human and societal costs all over the world. The new thing is that researchers will study these disorders from many different angles, ranging from genes and cells to population studies, from fetus to adult, from cause to symptoms of the disorder, and this knowledge will be combined in new ways across scientific fields.
- People suffering from a mental disorder such as schizophrenia may have very different lives: a family life with children and a job or a life characterized by chronic disease and homelessness. The disorders do not affect all patients in exactly the same way. We do not know why, but we do know that our current treatment methods are far from optimal because we need more knowledge about the causes behind the disorders, but also about the differences in the development, says Dr. Brglum.
- Our main goal is to identify the causes of these disorders by studying the interplay between genetic and environmental factors and thereby find new targets for treatment. The perspective is to offer better and individualized treatment, providing a better life for each individual patient with the disorder and perhaps even ways to prevent the development of the disorder in some cases, he says.

In combination, this will provide unique opportunities for creating ground breaking new knowledge, which may result in better and more individualized treatment of patients by considering genetic profile, environmental factors and clinical symptoms in combination.

STOCKHOLM (Reuters) - The Icelandic government said on Thursday it would repay early a fifth of the billions of dollars of loans it received from the International Monetary fund and its Nordic neighbors in the wake of the collapse of its banking sector in 2008.
The early repayment of the loans is a symbolic step for the country of just 320,000 people on its road to recovery from a financial meltdown that left its economy in tatters and its name a byword for the ravages of the global financial crisis.
The government said in statement it would prepay 116 billion Icelandic crowns ($909 million) of the loans this month - 55.6 billion to the IMF and 60.5 billion to the Nordic countries - that had been slated for repayment over the next few years.
"The prepayment amounts to just over 20 percent of the funding from the IMF and the Nordic countries in connection with the IMF-led standby arrangement," it said.
"The decision to make the payment was made in view of the Treasury and the central bank's relatively strong foreign currency liquidity position in the near term."
Iceland's main commercial banks collapsed in the space of a week as the global financial crisis struck in late 2008, imploding under the weight of huge debts built up during an aggressive overseas expansion.
The Icelandic government was forced to seek aid from the IMF and its fellow Nordic countries to stabilize the economy and impose rigid capital controls to avert a complete collapse of the North Atlantic country's currency.
Iceland has recovered unexpectedly strongly since the meltdown though the government had to move to plug loopholes in capital controls this week to protect its still vulnerable currency.
The economy, once dominated by banks that had swelled to almost ten times the gross domestic product (GDP), expanded last year for the first time since the crash and Iceland recovered its investment-grade credit status with ratings agency Fitch in February.
The repayment to the IMF covered loans maturing in 2013 while those being repaid to the Nordic countries covered maturities coming due in 2014 and 2015, as well as a portion of 2016 maturities, the finance ministry said.
Repaying the loans, which originally totaled 3.4 billion euros at current exchange rates, would reduce the Treasury's gross debt by about 3.4 percent of GDP and external liabilities by around 6.6 percent of GDP, it added.
"Today's transaction is an element in paying down short-term debt, thus reducing the expense associated with the holding of the central bank's foreign exchange reserves without increasing refinancing risk or depleting the reserves," it said.
