South Africa's Nelson Mandela hospitalized

Nelson Mandela, South Africa's first black president and a prominent human-rights campaigner, was taken to hospital Saturday due to a stomach ailment, according to officials.

A spokeperson for the ruling African National Congress tried to tamp down concerns about the 93-year-old Nobel Peace Prize winner's health, stressing that the hospital visit was planned and was not an emergency. Mandela, who has long complained of abdominal pain, did not require surgery, the official said.

Mandela's health has declined rapidly in recent years, and he has rarely made public appearances.

The government requested that the former political prisoner turned anti-apartheid crusader be given privacy with his family.

Mandela last appeared in public two years ago, during the 2010 World Cup held in South Africa.

In his earlier life, he was jailed for 27 years for a conviction for sabotgate against the government. Upon release, he went on to become the leader of the struggle against racist apartheid rule in South Africa, culminating in his being elected president in 1994.

He served one term and left public life in 1999.

Mandela was hospitalized for several days last year for treatment for an acute respiratory infection.

SPAWAR's First MUOS Satellite Taking Off | Armed with Science

The U.S. Navy Space and Naval Warfare Systems Command is planning to launch the first satellite in the Mobile User Objective System (MUOS) constellation tonight at 5:42 p.m. EST. (Yesterday?s attempt was scrubbed due to weather.) You can watch the live stream of the launch hosted by ULA Launch Alliance.

This is a rare event as the Navy doesn?t often have a significant role in space. Typically satellite launches are handled by the Air Force, however the Navy is responsible for all of DOD?s Ultra High Frequency (UHF) narrowband satellite communications acquisition. The UHF radio frequency spectrum is the military?s most effective band for penetrating jungle foliage, bad weather, and urban settings. All U.S. military forces and many of our allies rely upon Navy satellites for these communications.

MUOS combines commericial third generation (3G) Wideband Code Division Multiple Access (WCDMA) cellular technology with geosychronous satellites to provide a more capable communications network for our warfighters. When complete, the constellation will include four operational satellites with an additional on-orbit spare, a ground control system, and a network management system. Flying the satellites and controlling access to users? communications can all be managed from the ground.

The MUOS constellation will provide 10 times the current communications bandwidth capacity, supplying a new waveform for user terminals. The Joint Tactical Radio System will be adapted to support these new waveforms, as well as certain upgraded legacy terminals. In addition, each satellite will carry a legacy payload to continue to support legacy terminals, allowing for a more gradual transition to the new waveform.

Revision of HHS mandate ignores religious ... - Today's Catholic News

WASHINGTON (CNS) ? Catholic bishops across the country have expressed their disapproval of President Barack Obama?s newly announced revision to the contraceptive mandate in the health reform law, saying it does nothing to change what they and other religious leaders and organizations consider an intrusion on religious liberty.

Health and Human Services Secretary Kathleen Sebelius announced Jan. 20 that religious organizations could delay but not opt out of the requirement that all health plans cover contraceptives and sterilization free of charge.

On Feb. 10, Obama announced a revision that allows religious employers not to offer such services to their employees but would compel insurance companies to do so. The change came after three weeks of intensive criticism that the contraception mandate would require most religious institutions to pay for coverage they find morally objectionable.

And now questions have been raised over how that revision will pertain to self-insured parties, like many dioceses and Catholic organizations, and whether it could still force entities morally opposed to contraception to pay for such services.

?We can appreciate the efforts of the White House to quiet the furor over the president?s HHS mandate that would violate the religious freedom of millions of Catholics and other American citizens,? Miami Archbishop Thomas G. Wenski said in a Feb. 10 statement.

He noted that hundreds of Catholic universities, colleges, hospitals and other entities offered comments to HHS before the mandate was announced but they ?were given short shrift by the administration.?

?The administration continues to insist that the issue is about contraception; we disagree. It is about the first freedom of our Bill of Rights: the freedom of religion and respect for the rights of conscience,? he added.

Los Angeles Archbishop Jose H. Gomez said he found the president?s revision ?troubling and frustrating.?

?Unfortunately, he did not really respond to the deep moral concerns raised by America?s Catholic community,? he said in a Feb. 13 statement.

The archbishop said the fact the revision requires payment of contraceptive coverage to now be borne by insurance companies, rather than religious employers, ?completely misses the point. The issue here is not one of bookkeeping or accounting. It is a matter of moral principle and religious liberty,? he said.

He also said the government has ?no right to require the Catholic Church or other institutions to pay for ? even indirectly ? products and services that we find to be immoral and unconscionable. Again, this is not a question of contraception. It is a question of religious liberty. This mandate continues to represent a grave government intrusion on Catholic consciences and on the freedom of our Catholic institutions.?

Washington Cardinal Donald W. Wuerl similarly noted that the federal mandate ?remains essentially unchanged? and criticized the president?s ?fix.?

?Regardless of how it is characterized, shifting the cost of these drugs and procedures to insurance companies does not make their requirement any less objectionable or lessen the infringement on our religious liberty and rights of conscience,? Cardinal Wuerl wrote in a Feb. 13 e-letter sent to Catholics of the Archdiocese of Washington.

The cardinal said the ?only complete solution to the problem that this mandate poses? would be for Congress to pass the Respect for Rights of Conscience Act introduced by U.S. Rep. Jeff Fortenberry, R-Neb.

Cardinal-designate Timothy M. Dolan of New York told Catholic News Service Feb. 13 in Rome that Fortenberry?s bill would produce an ?ironclad law simply saying that no administrative decrees of the federal government can ever violate the conscience of a religious believer individually or religious institutions.?

?It?s a shame, you?d think that?s so clear in the Constitution that that wouldn?t have to be legislatively guaranteed, but we now know that it?s not,? he added.

The cardinal-designate said with his revision to the HHS mandate, the president offered ?next to nothing.?

?There?s no change, for instance, in these terribly restrictive mandates and this grossly restrictive definition of what constitutes a religious entity,? he said. ?The principle wasn?t touched at all.?

Other U.S. church leaders in Rome on a periodic ?ad limina? visit to the Vatican echoed that opposition to the HHS mandate and the revision.

Cardinal Francis E. George of Chicago said he was disappointed the issue is being perceived as something that isolates the bishops from the faithful. ?To try to divide Catholics is a new challenge to religious liberty,? he said.

Bishop Daniel R. Jenky of Peoria, Ill., said no president has ever ?tried to tell us what to believe or define what is our ministry.? The notion the church ?must cooperate with intrinsic evil is appalling,? he said.

Cardinal Wuerl encouraged Catholics not to become complacent or distracted by ?incomplete proposals presented as definitive solutions.? He said the bishops? Ad Hoc Committee for Religious Liberty, chaired by Bishop William E. Lori of Bridgeport, Conn., would be working on action steps to oppose the mandate.

In a Feb. 13 phone interview with CNS, Bishop Lori also called for a legislative remedy, saying, ?Our religious freedom is too precious to be protected only by regulations. It needs legislative protection.?

An Obama administration official who asked not to be named told CNS in an email Feb. 13 that the White House plans in the coming weeks to convene ?a series of meetings with faith community leaders? about the HHS mandate. He said a particular focus of the meetings would be self-insured group health plans that cover the employees of many Catholic dioceses and institutions.

?The administration will work with faith-based organizations, insurers and other interested parties to develop policies that respect religious liberty and ensure access to preventive services for women enrolled in self-insured group health plans sponsored by religious organizations,? he said.

The official said the meetings would be convened ?in the coming days? and that ?the bishops and others? would be invited.

Meanwhile, Bishop Blase J. Cupich of Spokane, Wash., said the current situation about the HHS mandate provides an opportunity ?to have a deeper and, on a prolonged basis, a fundamental dialogue about the role of religion in society in general and the nature of religious liberty, especially as it applies to faith-based charitable, health and social service ministries in the United States.?

Writing in the March 5 issue of America magazine, a Jesuit-run national weekly, Bishop Cupich quoted from Obama?s biography, ?Dreams From My Father,? and his 2008 campaign speech on racism to show that ?the president, relying on his personal experience with church, ? has not only the potential but also the responsibility to make a significant contribution to this more sustained and expansive discussion.?

The bishop offered points of ?common ground that may shape both the dialogue that needs to take place to unpack the details following the president?s announcement Friday, and the further national discussion on the role of religion in society.?

He said the church ?should make every attempt to clarify the misrepresentations about its intention,? emphasizing that it ?is not trying to impose its will on others? by objecting to being forced to participate in activities that violate its core religious beliefs.

The state, for its part, should be reluctant ?to make national policy that is so inflexible that it fails to take into account the country?s diversity,? Bishop Cupich said.

WASHINGTON ? The aging of America may be good for the labor market.

A growing number of older people and rising health-care spending are driving demand for workers from nursing aides to surgeons. While the economy lost 7.5 million positions during the recession, health care expanded staff. Together with social assistance, it will add 4 million employees to become the second-biggest job gainer by 2018, behind only professional and business-services, according to the Bureau of Labor Statistics. Manufacturing is projected to lose 1.2 million jobs by then.

Health care ? including doctors, nurses and hospitals ? was the largest contributor to employment growth in the past two years, with a 22 percent share that was almost twice as big as manufacturing.

The U.S. workforce could use the boost: Monthly payroll gains are running below what?s required to reduce significantly the 8.5 percent jobless rate. Unemployment was 5 percent in December 2007, when the recession began.

?The first baby boomer just turned 65 last year, so when it comes to health-care jobs in America, we haven?t seen nothing yet,? said Chris Rupkey, chief financial economist at Bank of Tokyo-Mitsubishi UFJ in New York. These jobs ?are going to literally explode over the next two decades.?

Almost 87 million, or one in four, Americans will be 65 or older by 2050, according to the Organization for Economic Cooperation and Development.

?The demographic story for health care remains good and will get better,? said Jim Paulsen, who helps oversee about $333 billion as chief investment strategist at Minneapolis-based Wells Capital Management. It still will be hard for investors to pick stocks in the industry, as prospects for hiring and profitability are clouded by lack of clarity on legislation.

The Supreme Court will hear arguments in late March on President Barack Obama?s health-care law, including the requirement that Americans either buy insurance or pay a penalty. Republicans competing for the White House have all said they?ll get rid of the law if they?re elected in November. Regardless of who wins, future presidents may try to turn the clock back on changes made by the previous one, Paulsen said.

?There?s going to be a chronic state of uncertainty in the health-care arena,? making it ?really hard to place specific bets,? Paulsen said. ?There will be opportunities on a value basis, rather than buy-and-hold.?

Aetna, the third-largest U.S. health insurer, and Humana, the second-largest Medicare provider, may offer some of the best rewards for investors, according to Matt Borsch, a health-care analyst at Goldman Sachsin New York.

Competition among health-care providers will limit costs for managed-care companies, many of which also have a low price- to-earnings ratio, he wrote in a Jan. 4 note.

?The labor market is improving very slowly, but at least we?re headed in the right direction,? said David Autor, an economist at the Massachusetts Institute of Technology. Employment in health care ?is definitely going to continue? rising, and manufacturing jobs ?will see a recovery? as demand picks up.

While factories still represent a larger share of the economy ? 12 percent of gross domestic product compared with 7.6 percent for health care ? they have fallen behind since 2008 as a percentage of total payrolls, according to data compiled by Bloomberg News. Health services accounted 11 percent of jobs in 2011, outpacing manufacturing?s 9 percent.

The shift reflects productivity gains as factories produced more goods by replacing workers with technology and by shipping jobs overseas to cut costs. Health services require more face- to-face interaction, which means ?these jobs are protected from the forces of globalization,? Rupkey said. ?We can?t imagine a time when we?ll be able to outsource the job of a home health aide giving a senior a bath or helping with physical therapy.?

Openings in health care are more broadly distributed geographically, even in economically distressed small towns where they often are ?all that?s left,? said David Card, an economics professor at the University of California, Berkeley, and director of the Labor Studies Program at the National Bureau of Economic Research.

They also provide ?pretty good? opportunities, particularly for women, he said. This was evident during the 18- month recession, when health care added almost half a million positions, while construction, which typically employs more men, shed 1.2 million workers.

More importantly, the industry?s projected expansion would generate more jobs young people can prepare for and absorb out- of-work Americans ? even those without education beyond high school ? once they adapt to the skills needed.

?One of the few bright spots in retraining has been health care,? Card said. ?That?s a kind of reliable thing.?

Opportunities range from home health aides, who made an average of $21,760 in 2010, to surgeons, whose annual wages averaged $225,390, BLS data show.

Sharon Rudolph, 64, says she?s studying to be a nurse alongside classmates who previously worked in real estate and banking, as well as one who owns a nail salon. The Fort Lauderdale, Fla., resident was a radiologic technologist for two decades before taking a break during the 1990s to raise her family. Now she?s in a 27-month training program at the city?s Nova Southeastern University.

?I felt I?d become more marketable once I get out,? said Rudolph, who ensured that her licenses, including in registered diagnostic medical and cardiac sonography, remained current. ?I have to work twice as hard as some of the kids? to keep up with the coursework, and the increased use of technology has ?been a challenge.?

Registered nursing, which requires at least an associate degree, will have the largest growth of all occupations, according to the BLS projections, adding about 582,000 jobs between 2008 and 2018, to reach 3.2 million. Home health aides, who need on-the-job training, will surge by 461,000, or 50 percent, to 1.4 million. Hiring among physicians and surgeons will rise by 22 percent, or 144 ,100, to 805,500.

While the additional jobs will lift employment, many pay low or very low wages, according to the BLS. That means these workers will have less ability than employees in higher-paid industries to boost consumer spending, the biggest part of the U.S. economy.

?It is fine to have low-skilled jobs as part of the mix or portfolio of employment opportunities,? said Michael Spence, winner of the Nobel Prize in economics in 2001, and a professor at New York University?s Stern School of Business. ?It is better than no jobs. But the mix is important too.?

Charles Roehrig, director of the nonprofit Altarum Institute?s Center for Sustainable Health Spending, said that every 10 jobs in health care ultimately generate an additional 12 elsewhere in the economy. Without the industry?s hiring growth, the unemployment rate would have been 9.5 percent in December, instead of 8.5 percent, he said.

For now, having more jobs ?outweighs any other concern,? he said.
